Site Supervision and Project Management

Site supervision and project management are complementary processes, both essential to the success of any investment.
Supervision involves the independent monitoring and verification of construction works to ensure full compliance with the technical documentation, legal requirements, and quality standards.

Site supervision, as an integral part of this process, directly oversees the works on site — by inspecting materials, work processes, and quality documentation, as well as by participating in key milestones and acceptance stages.

Project management extends this role by integrating the planning, coordination, and monitoring of all project phases — from initiation to completion — ensuring an efficient and well-controlled implementation process.

Health and Safety Coordination

As part of its construction supervision activities, Ghallard Sys integrates the coordination of Health and Safety at Work requirements, in full compliance with applicable legislation.
This process focuses on ensuring compliance with on-site safety regulations and minimizing risks associated with construction activities, through continuous control of how preventive measures are implemented by contractors.

Health and Safety coordination involves assessing how contractors implement their own safety and health plans, identifying non-conformities, issuing recommendations for corrective actions, and continuously monitoring working conditions and compliance with preventive measures.

It is an essential component of the supervision process, contributing to maintaining a safe working environment and ensuring that construction activities are carried out in accordance with legal and contractual requirements — protecting both site personnel and the client’s interests.

Government Decision no. 1/2018 –

Legal Framework for Public Procurement Contracts

In a complex and highly regulated field such as construction supervision and project management, performance can only be achieved through genuine expertise and strict adherence to the highest standards.

Our activity is carried out in full compliance with the provisions of Government Decision no. 1/2018 — the regulatory framework governing the conditions and contractual requirements for public investment projects financed from public funds in Romania.
This legal act is based on the principles of the FIDIC contracts, an internationally recognized standard applied in construction and infrastructure projects.

We are defined not only by our extensive experience in large-scale projects but also by the participation of our team in the specialized training program on Government Decision no. 1/2018, through which we strengthened the legal and procedural knowledge essential for the proper execution of contracts.

This training enables us to approach projects with greater clarity and professionalism, to strictly observe deadlines, and to ensure efficient and compliant resource management — protecting the client’s interests and guaranteeing durable, high-quality results.

Design and Build Contracts / Construction Works Contracts

Site Supervision Services

During the Design Phase

The Supervisor’s role in this stage is to ensure that the technical documentation meets the Client’s requirements and complies with the applicable legal and regulatory framework.

Main activities include:

  • Verifying the compliance of the technical design and execution details with legal, normative, and contractual requirements;
  • Monitoring the process of obtaining the permits, approvals, and authorizations required to start construction works;
  • Checking compliance with the conditions set out in the urban planning certificates and the permits issued by the authorities;
  • Verifying the conformity of the technical documentation with the contract requirements and site conditions.

During the Construction Preparation Phase

The Supervisor is responsible for verifying that the Contractor has established all necessary conditions for the commencement of works in accordance with the contract.

 

Main activities include:

  • Reviewing and approving the Contractor’s Execution Schedule;
  • Confirming the mobilized resources (personnel, machinery, equipment) and the organization of the construction site;
  • Analyzing and validating the Quality Plan, Health & Safety Plan, and Environmental Protection Plan;
  • Verifying the updated technical documentation, including adjustments made to reflect the actual site conditions;
  • Monitoring compliance with all legal and contractual requirements for starting the works (permits, approvals, and notifications to the authorities);
  • Coordinating communication between the Client, Designer, and Contractor;
  • Handing over the site to the Contractor under conditions prepared for execution.

During the Construction Phase

The Supervisor’s role during this stage is to ensure full compliance with the design and contractual requirements, while monitoring the quality and progress of the works.

 

Main activities include:

  • Supporting construction management by monitoring progress and ensuring adherence to schedules, quality standards, and contractual obligations;
  • Assessing and approving the work programs, installations, equipment, technologies, and materials proposed by the Contractor, verifying their compliance with the design and applicable regulations;
  • Providing continuous site supervision to ensure execution according to the design, identifying non-conformities, and implementing corrective measures;
  • Preparing technical reports and specific documentation on the execution status, recorded incidents, and recommendations for optimizing project performance.

At the Completion and Handover Stage

Upon completion of the works, the Supervisor supports the Client throughout the handover and acceptance process, being responsible for confirming the quality and compliance of the executed works.

Main activities include:

  • Verifying the completion of the works in relation to the design, contract, and execution schedule;
  • Identifying any non-conformities and monitoring their correction;
  • Checking the conformity of quality documentation, records, and commissioning tests;
  • Preparing a report for the Client on the Contractor’s fulfilment of contractual obligations and the final value of the investment;
  • Participating in the handover procedure, preparing the acceptance documentation, and delivering the Construction Technical Book to the Client.

During the Warranty Period

The Supervisor supports the Client in monitoring the building’s performance over time and in overseeing the Contractor’s warranty obligations.

Main activities include:

  • Monitoring the building’s behavior over time and reporting any defects identified during the warranty period;
  • Preparing periodic reports on the condition of the construction and the necessary corrective measures;
  • Overseeing the correction of defects by the Contractor and supervising the final acceptance at the end of the warranty period;
  • Assisting the Client during the final acceptance process and confirming the correction of all deficiencies identified during the warranty period.

Clients
